I know as i had a letter from DVLA stating this fact. I took a car off the road and sent in a SCORN . The car was up on blocks in my garage. I didn't think anything of the fact that I didn't get an acknowledgement for the SCORN ( because they recon they hadn't received it ). But then 8 months down the line I got a £80 fine through the letter box for owning an unlicensed vehicle.
